Deputy Chief Michael P. Downing Los Angeles
Michael is the Commanding Officer, Counter-Terrorism & Special Operations Bureau where he leads five operational divisions: Major Crimes, Emergency Services Divisions, Metropolitan Division, Air Support Division, and Emergency Operations Division. These divisions include the Anti-Terrorism Intelligence Section, Criminal Investigative Section, Organized Crime, Surveillance Section, Hazardous Devices Section, Operation Archangel, LAX Bomb K-9 Section, Special Weapons and Tactics (SWAT), Mounted Unit, Dive Teams, Emergency Preparedness and Response. Deputy Chief Downing is also a member of the Executive Board of the Los Angeles Joint Regional Intelligence Center (JRIC).
Tim is the co-founder of White Canvas Group and is responsible for day-to-day operations and sustained client engagement. Tim’s 15 years of identifying, developing, and executing projects in areas ranging from computer science to nuclear engineering has helped him hone a process-oriented delivery model that ensures clients’ objectives are met on time and on budget. Prior to joining the private sector, Tim spent eight years as a Naval Submarine Officer and Nuclear Engineer. He has a master’s degree in engineering from Catholic University, and a bachelor’s degree in computer science from the U.S. Naval Academy. Tim is currently pursuing a PhD in Criminal Justice from the University of New Haven in Connecticut, with an emphasis on understanding the intersection between cyber technologies and new age media with justice.
Bruce Thatcher is founder of History Speaks Today, a project dedicated to sharing great lessons learned from accomplishments and failures of those in our past, to help us avoid making the same mistakes again and again. David Rubin is the former mayor of Shiloh, Israel—in the region of Samaria, known to much of the world as the West Bank. He is the founder and president of Shiloh Israel Children’s Fund—dedicated to easing the trauma of children who have been victims of terrorist attacks, as well as rebuilding the biblical heartland of Israel. The Fund was established after Rubin and his three-year-old son were wounded in a vicious terrorist attack while driving home from Jerusalem.
